Iggy is referring to the "Paix Armeé" period, the interval from 1870 (after Franco-Prussian war) to 1914, when all European Powers depeloped their arms industry and tensions among them increased. France had an irremediably enmity with German Empire; Russia and Austria were rivals in the Balkans, and England, the most powerful Empire in the world, began to see his supremacy menaced by rising powers like Germany. 

In 1909, England proposed Germany to sign some political agreement if the Germans curbed their shipbuilding race. Germany wanted England to split with the Triple Entente and they hoped England promised to stay neutral in case of a French-German war. England was well-known for his Splendid Isolation policy; he liked agreements, he liked diplomacy, but he opposed to alliances. At the very end, that´s what Germany hoped, England leaving the Entente, but, at the very end, England stayed in.

Time for isolation was over and, actually, France was the most realiable ally, whereas Germany was a rising naval competitor, France watched over the Mediterranean Sea protecting English interests, and England did the same in the North Sea. Meanwhile, tensions among all countries increased more and more, because the Agadir Crisis was never solved; it just caused more malaise.
