Just a short reference to Bismarck´s policies. Chancelor Otto von Bismarck was a clever stateman and main responsible of German unification. Bismarck wanted this new state as a strong country under Prussian control. But the first years of enthuthiasm (Gründerzeit, or Founders time) end with an economical crisis which leads to a period of protectionism and conservadurism, Bismarck´s main features along XIXth Century.
The Prussian helmsman finds in a conservative kaiser Wilhelm I a good ally for his goals, mainly, to restain the crescent power of socialism, by granting some social and health improvements (that was new in Europe). Though, what is Bismarck remembered for is for promoting a network of alliances among the German and the other empires to keep the new unified nation safe from possible French revanchism. Bismarck specially wanted to be cautious on his position towards Great Britain  and, instead of entering the overseas race as many other countries, focused his attention on Germany´s development within his own frontiers.

Though, Bismarck´s conservadurism would cause his own fall with the arrival of a new emperor, Wilhelm II (grandson of Wilhelm I) determined to follow new ideas of expansionism. Bismarck was too blind to see that the Germany he wanted was not the Germany of XIXth Century, whose ideas and  needs he couldn´t understand.

And finally, Bismarck´s alliances system was useless at all.

Germany´s question is the obvious, on a newfound Empire, with no historical frontiers, the only identity comes from tradition and language. What was the meaning of being "Germany"? And he spent the next several decades wondering and discussing about that.
